Large size industry, traditional in Metropolitan Bilbao, is in a strong reconversion due to the specialization and development of new technologies,. This has caused a deep crisis in the sector. These changes have resulted in the appearance of large land areas in degraded surroundings referring to city-planning and environment. Industrial ruins and vacant grounds needing a new recovering impulse arise from these areas. Their use can be new or similar to which they were initially intended for. 

In industrial lands located between the Kadagua River and the bank of the Nervión Ría, in the municipality of Barakaldo, the grounds of the old industrial facilities are located. These include the lands of Altos Hornos, nowadays Aceralia, lands formerly owned by Explosivos RIOTINTO, today MASER, the lands of the old shipyards of the NERVIÓN, rented by these nowadays to FERROVAS, the Thermal Power Station of Iberdrola, the facilities of the factory Bilbaina de Madera y Alquitranes, and those of the company Labein, as well as different railway infrastructures and plots property of RENFE and FEVE. 

The necessity of providing a new city-planning structure to the bank of the Nervión Ría, more in accordance with its future purposes and enabling a correct location of new companies justifies the necessity to promote the writing of the 05 PERI Lutxana-Burtzeña on the basis of the General City Planning of Barakaldo. For this aim the company Burtzeña Enpresa Parkea S.A. was created with the participation of SPRILUR, BIZKAILUR and the city council of Barakaldo, which promotes the development of the PERI. This company will be the one in charge of managing the future Enterprise Park.

Scope:

The organization of the Enterprise Park is made through a longitudinal axis parallel to the Kadagua River that divides the development in two. Different buildings are grouped at both sides of the axis. Within the set an old building is maintained, as it has the classification of protected building. Taking advantage of this point of singularity and opposing to this singular building a small park is located being in the center of the planning. 

The central axis is framed between two formally different towers intended for lodging urban equipment.
